7 Grassroots Revolt – Possibility of Service Science

SECTION 1. Turning Point from High Growth

In the late sixties and early seventies, the unprecedented high economic growth of the preceding period came to an end. This trend was initiated by students and citizen revolts against the establishment. In this section, we examine the effect of citizen movements on the change-over in public and private sectors in their science and technology policy.

When we conduct research on the development of science policy up to the high economic growth period, it will be necessary to start with Cabinet resolutions and follow the process of the policy implementation that flowed from top to bottom.1 In the period of reflection and structural change during the 1970s, however, the situation changed completely and policymaking power entered the hands of those participating in citizens activities. Growing public concern generated in the citizen sector made its impact on the public sector to such an extent that the Environment Agency in 1971 was established as an outcome of this process. Mass media and environmental movement groups heralded and represented the concern and opinion of citizens.
